Over the course of his career, Tom has successfully led the development and construction of more than 135 residential and commercial projects throughout the Bay Area and across California. His expertise spans land acquisition, entitlements, construction, capital structuring, and project execution. Known for his relentless work ethic, strategic mindset, and ability to solve complex challenges, Tom has positioned City Connect as a leader in creating value through disciplined execution, innovation, and market expertise.

Chief Development Officer

Sachneel is CO-Founder and Chief Development Officer bringing deep expertise in real estate development, strategic acquisitions, and capital structuring, with a strong focus on identifying high-value opportunities in complex California markets. At City Connect, he leads project strategy from acquisition through entitlement, helping drive the company’s growth across residential and mixed-use developments throughout the Bay Area.

Known for his analytical approach and deal-making ability, Sachneel plays a key role in sourcing opportunities, navigating project feasibility, and executing development strategies that create long-term value for partners, investors, and communities. His ability to connect vision, market intelligence, and execution makes him a critical part of City Connect’s leadership team.

Dustin is Co-Founder and Chief Operating Officer of City Connect Partners, where he leads the company’s property management, HOA operations, and asset performance across its growing real estate portfolio. With more than 20 years of experience in property management and operations, Dustin has built a reputation for maximizing asset performance, driving operational efficiency, and delivering exceptional service across diverse residential communities.

Over the course of his career, Dustin has overseen the management of more than 25,000 residential units across 250+ properties, bringing extensive expertise in property operations, tenant relations, HOA management, maintenance oversight, and long-term asset performance. His leadership ensures City Connect communities are managed with discipline, responsiveness, and a strong focus on preserving long-term value.

Chief Financial Officer

Andrew is Co-Founder and Chief Financial Officer of City Connect Partners, where he oversees financial strategy, underwriting, capital structuring, and investment analysis across the company’s development portfolio. With more than 25 years of experience in finance, real estate, and business operations, Andrew brings a highly strategic and disciplined approach to financial planning and execution.

A former CPA firm partner specializing in Bay Area real estate, Andrew has extensive expertise in financial modeling, tax strategy, deal structuring, and investment analysis. In addition to his financial background, Andrew successfully built and scaled a leading electrical contracting company before guiding its successful sale to private equity. His rare combination of financial sophistication, entrepreneurial leadership, and operational insight provides City Connect with a powerful advantage in evaluating opportunities, managing risk, and creating long-term value for landowners, investors, and partners.

Vice President of Development and Operations

Cyrus serves as Vice President of Development and Operations at City Connect Partners, where he supports project execution, development strategy, and operational oversight across the company’s growing portfolio. As an emerging leader in Bay Area real estate development, Cyrus brings a dynamic and forward-thinking approach to sourcing opportunities, managing projects, and driving execution.

Over the course of his career, Cyrus has helped deliver more than 835 housing units and secure over $375 million in funding for market-rate and affordable mixed-use developments. His experience spans project management, capital coordination, entitlement strategy, and development execution. Cyrus brings a fresh perspective, strong analytical discipline, and a results-driven mindset to every project, helping City Connect identify opportunities and create long-term value.

Controller

Kimberley serves as Controller for City Connect Partners, where she oversees the company’s multi-entity accounting operations, financial reporting, and internal financial controls. With more than 24 years of experience in construction and development finance, Kimberley brings deep expertise in financial management, reporting accuracy, and operational efficiency.

Throughout her career, Kimberley has built a reputation for precision, integrity, and disciplined financial oversight. Her attention to detail and commitment to financial excellence play a critical role in maintaining the financial health of City Connect and ensuring accurate reporting across the company’s growing portfolio of development projects.

Project Administration

Ryan supports project administration across City Connect Partners’ construction, development, and property management operations. With more than 15 years of experience in property management, Ryan brings strong operational expertise, organizational discipline, and a solutions-driven approach to every project.

Prior to joining City Connect, Ryan held management roles with a large property management company, where she developed extensive experience overseeing operations, coordinating stakeholders, and managing complex property portfolios. At City Connect, Ryan plays a key role in supporting day-to-day coordination, project administration, and operational execution across multiple departments, helping ensure projects remain organized, efficient, and successfully executed.

Project Coordinator

Gillian serves as Project Coordinator at City Connect Partners, where she supports project execution, team coordination, and day-to-day operations across the company’s development and construction portfolio. With more than 25 years of experience in interior design and construction project coordination, Gillian brings a strong combination of design insight, organizational expertise, and operational efficiency to every project.

Throughout her career, Gillian has worked with leading firms across the Bay Area, building extensive experience managing project coordination, design collaboration, and stakeholder communication. Her attention to detail, strong organizational skills, and design-focused perspective help ensure City Connect projects move efficiently from planning through execution.

Assistant Project Engineer

Caique Da Mata serves as Assistant Project Engineer at City Connect Partners, where he supports construction operations, estimating, field supervision, and project execution across the company’s development portfolio. With academic backgrounds in both computer science and civil engineering, Caique brings a unique blend of technical expertise, analytical thinking, and practical construction knowledge to every project.

Caique plays a key role in overseeing the implementation and management of City Connect’s construction software systems, helping streamline workflows, improve operational efficiency, and enhance project execution. In addition to leading construction technology initiatives, he supports estimating, budgeting, and field supervision to help ensure projects are delivered efficiently, accurately, and with strong operational discipline.

Senior Superintendent

Paul serves as Senior Superintendent at City Connect Partners and has been a key part of the team since joining Thomas in 2008 as one of the company’s earliest employees. With nearly two decades of hands-on construction leadership, Paul brings deep field expertise, strong operational discipline, and an unwavering commitment to quality execution.

Over the course of his career, Paul has led and overseen the successful construction of more than 100 projects with construction budgets ranging from $500,000 to $25 million. His experience spans luxury residential homes ranging from approximately 2,500 to 25,000 square feet, as well as numerous commercial construction projects throughout California.
